council chambers are loacted in the city of San Francisco on planet Earth. The Federation council met to consider Kirk's violation of Starfleet orders, and his theft and
destruction of the U.S.S. Enterprise was a matter of sufficient that the Council itself deliberated Kirk's fate. Despite a strong protest from the Klingon government, the
Council not only dismissed all but one charge, but also reinststed Kirk as captain of the new Starship Enterprise, NCC-1701-A. Star Trek IV: The Voyage Home In
2370, in the face ov evidence that warp travel was damaging the fabric of space, the Council imposed a warp 5 "apeed limit" on all Federation vessels. TNG
"Force of Nature" In 2372, Klingon Chancellor Gowron sought Federation support in an invasion of Cardassia. Gowron explained that the invasion was necessary
because he believed the Dominon had gained controlof the Cardassian government. The Federation Council condemned Gowron's actions, and Gowron unilaterally cancelled the
Khitomer Accords, expelled all Federation citizens from the empire and recalled his ambassadors. DS9 "The Way of the Warrior" Shortly thereafter, the
Federation Council granted a Cardassian request for economic aid. The council agreed to provide 12 industrial replicators to help rebuild the devastated Cardassian industrial
base. DS9 "For the Cause" Membership in the Council was a considerable honor, and T'Pau of Vulcan was the only person to have refused a seat in that
