History:
A pre-warp society from the Minshara-class planet Valakis who were on the verge of extinction. A plague had caused 12 million deaths, so they dispatched a space craft to seek help from offworlders. When Enterprise offered to aid in search for a cure however, the epidemic was revealed as a genetic mutation that would wipe out the Valakians within generations. Reluctantly, Archer and Phlox agreed that they could not interfere in the natural evolution of indigenous species and could only offer drugs that would ease the suffering of the victims. For the same reason, Archer declined to give warp technology to the Valakians in order to find a cure.
